Looks like they are keen to keep him from this article on http://news.bbc.co.uk/sport1/hi/football/teams/h/heart_of_midlothian/4267817.stm :

Robertson keen to keep Miller on

Miller has been an immediate hit with Hearts
Hearts manager John Robertson hopes to land striker Lee Miller on a long-term basis come the end of the season.
Miller has scored four goals in seven games since arriving on loan from Bristol City in January.

"Lee scored a great goal at the weekend and has done very well since he came here - we want to keep him," Robertson told the Edinburgh Evening News.

"We would like to have done a permanent deal in January but there was too much uncertainty around the club."

21-year-old Miller moved to Ashton Gate from Falkirk for a fee of £325,000 in the summer of 2003.

But the tall youngster fell out of the first team reckoning at City this term.

"Lee loves it at the club and he is very keen to stay," added Robertson.

"He has blown away by the fans and the size of the club and I think it's clear to see how much he's enjoying it here.

"Any deal would involve a fee and that's obviously something we'll need to discuss with Bristol."

Robertson confirmed that Hearts' major shareholder Vladimir Romanov has agreed to fund any move for Miller.

He went on: "Mr Romanov was at Saturday's game and I know he was very impressed too.

"He spoke to me afterwards and said there will be money there to try and keep Lee."

I can't see him coming back here if we are stuck in this Division in May. English League 1 and the football we play obviously dont suit him, and he's on fire up there, unless we get promoted i think we'll be happy to take the money and he'll certainly be happy to be off.

If we can somehow sneak up to The Championship i reckon he'll be more suited to that and could come back and do a job for us. I prefer that option I think.
